The Economic, Social and Cultural Council (ECOSOCC) is an advisory of the African Union, established during the third Ordinary Session of the AU Assembly in Addis Ababa, Ethiopia 2004 under the provisions of articles 5 (i) and 22 of the AU Constitutive Act.
The organs is looking for an expert consultant to develop a policy brief that synthesises the key policy, negotiation, and implementation developments of COP30, alongside an Africa-centred roadmap towards COP31.
COP30 outcomes contributed to advancing the operational phase of global climate commitments with progress on financing, adaptation, equity, and implementation mechanisms, COP 30 has advanced initiatives related to climate finance, adaptation, forest protection, and just transition principles, negotiations also revealed ongoing political divisions, particularly regarding the absence of consensus on a roadmap for the global phase-out of fossil fuels.
Notably, COP30 also launched several new implementation instruments intended to support countries in strengthening and executing their nationally determined contributions (NDCs) and national adaptation plans (NAPs).
Objective of the Assignment
The purpose of this consultancy is to develop a Policy Brief that analyzes the outcomes of COP30 and delineates a roadmap to guide and inform engagement toward COP31, with particular attention to Africa’s climate priorities and policy interests. The Policy Brief will aim to strengthen policy positioning, support advocacy by AU Member States and civil society, and enhance the visibility of Africa’s priorities within global climate governance processes.

The Economic Social & Cultural Council now invites eligible individuals consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Qualifications and Experience of the consultant
- Relevant experience related to the assignment
A consultant will be selected in accordance with the Fixed Budget Selection (FBS) Method set out in the African Union Procurement Manual.
