The Economic, Social and Cultural Council (ECOSOCC) is an advisory organ of the African Union, established during the third Ordinary Session of the AU Assembly in Addis Ababa, Ethiopia in 2004 under the provisions of articles 5 (i) and 22 of the AU Constitutive Act.
The organ is looking for an individual consultant to draft an advisory report on the outcomes and take aways of the Conference of Parties (COP) 27, addressing what needs to be done at the regional and national levels to move the needle on the key issues in alignment with international frameworks and agreements.
The Conference of Parties 27 (COP27) outcomes provide specific targets, policies and measures for reducing climate change impact. Additionally, the COP27 outcomes signal towards progress made on the global sustainable development agenda, allowing us to gauge the resilience of the multilateral system.
Most notably, the COP 27 outcomes enables parties to direct finance flows and pursue domestic mitigation measures and actions with the aim of achieving the national determined contributions (NDCs) objectives in order to be effective, agreements established during the conference must be transposed into national legislation, supported by appropriate budgetary allocations to support the efforts of the African Union in delivering on its goal for inclusive and sustainable development.
Objective of the Assignment
The main objective of the consultancy is to elaborate an advisory report, to provide guidance and recommendations on any issue identified as a priority. This report should provide advice on the strategic direction of the AU to ensure alignment with the COP27 outcomes.

The Economic Social & Cultural Council now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Qualifications and experience of the consultant
- Relevant experience related to the assignment
A Consultant will be selected in accordance with the Fixed Budget Selection (FBS) method set out in the African Union Procurement Manual.
